4.7 Chapter VII — Additional provisions
4.7.1 Article 26 – Rules of procedures
A set of rules of procedure is elaborated by the Board, subject to the approval by an Ordinary Meeting of the General Assembly.
These rules of procedure aim at fixing the various matters that have not been addressed in detail by the present articles, notably those matters that deal
with the internal administration of the society.
4.7.2 Article 27 – Submission to law
Any matters addressed by the Articles of the Institute, or by the Rules of Procedure, shall be superseded by the law of 1st July 1901, the Decree of
16th August 1901, and their subsequent amendments.
Any other matters shall be ruled by the law of 1st July 1901, the Decree of 16th August 1901, and their subsequent amendments.
4.7.3 Article 28 – Working parties
Working Parties may be temporarily set up in order to focus on specific domains, or address specific issues, in relation with the business plan as adopted
by the General Assembly on the occasion of its annual meeting, on a proposal made by the Executive Body. A tentative list of possible Working Parties is to be
found in Annex.
A Working Party is an integral part of the Institute. It is composed of experts. It has a definite goal, and it works on a specific area. A Working Party
has its work organised and guided by a Convenor, assisted by a Deputy-Convenor.
A Working Party is established by the General Assembly.
The General Assembly decides upon its acceptance, revision or rejection upon a written proposal presented by the Board, or by any Member of the General
Assembly.
The General Assembly nominates the Convenor and the Vice-Convenor, on a proposal made by the Board, and after taking advice of the members of the Working
Party. The Convenors and Deputy-Convenors shall be chosen among delegates of Members of the Institute. The term of office of Convenors and Deputy-Convenors
shall be at most two years, subject to extension.
At the annual meeting of General Assembly, the Convenor of each Working Party shall present a structured report on the activities of the Working Party he/she
is in charge of. The annual report of each Working Party shall be sent to the Secretary General so as to be made available to the members of the General
Assembly at least one month in advance of its meeting. The work shall be evaluated and scored according to a set of criteria to be presented in the Rules of
Procedure.
In case no report can be presented at the meeting of the General Assembly, the General Assembly decides either that a new Convenor be designated, or that the
Working Party is suspended or closed.
