Intro

The European Institute for Health Records (EuroRec) is an independent not-for-profit organisation, promoting in Europe the use of high quality Electronic Health Record systems (EHRs). EuroRec undertakes activities that support the effective and meaningful use by healthcare professionals of high quality and interoperable applications, meeting well-specified functional, content-related, interoperability and governance requirements. As the most experienced European certification body, one of its main missions is to support EHR system conformity assessment and quality labelling by defining relevant functional and non-functional criteria. Quality assessment and certification of EHR systems is essential for the safe and cross-border provision of care to citizens across Europe. EuroRec currently holds the pre-eminent position in Europe as the Institute with the most experience, methodologies, tools and criteria repository to support EC country and multi-national quality labelling initiatives (Belgrado Declaration). EuroRec was recently commissioned by the European Institute for Innovation through Health Data ( i~HD ) to develop a Quality Seal for Research Platforms.

The European Institute for Innovation through Health Data (i~HD) organised its 2017 Annual Conference together with EMIF - an IMI funded project - on September 21-22, 2017. i~HD is a not-for-profit European institute, with a mission to guide and catalyse the quality, interoperability and trustworthy uses of health data, for optimising health and knowledge discovery. EMIF is developing a technology and governance framework for the identification, assessment and (re)use of data for health research.

This year, the conference theme was “Realising the Value from Health Data for Improving Care and Research”. The joint event was hosted by Healthcare Research Institute of Hospital Universitario 12 de Octubre.

The conference welcomed keynote speakers representing the Spanish Ministry, European Commission, patient associations, health insurers, policymakers, clinical research and pharma industry perspectives. There was a strong focus on progressing towards value based health care. Through presentations and panel discussions, participants found out how hospitals are successfully reusing patient data as Learning Health Systems, and improving their data quality. The conference also showcased the state of the art in clinical research using big data, presenting research findings that could only have been discovered using large scale data, showcasing the latest in analysing high dimensional data. A major part of the conference was dedicated to patient perspectives on reusing their health data for research.
